Why isn't Marcus Witherspoon at Michigan?

We all know there was some type of NCAA Clearing House issue, but why isn't he in Ann Arbor, taking classes and red shirting?

If he can be enrolled at Rutgers he could be in enrolled at Michigan:

On recent transfer linebacker Marcus Witherspoon per Greg Schiano:

“He’s in school; he’s in class, so he’s part of our program right now. He’s a really good football player. We got back involved when there was a coaching change at Michigan, he took an official visit, and I really thought we had a chance there, but he decided to stick with his decision, but then it didn’t work out at Michigan. We received a phone call from his coach saying he had an interest, and we definitely had an interest. He’s our kind of kid, I really believe. He’s a great player and a really fine person and I think he’ll do a great job. I think we need to settle him down and get him in school, he’s a little behind school so we need to get him caught up there. We have to make sure he has a good first semester. He can practice with us, lifting and training, so this will be his redshirt year. I’m glad he’s here.”
